I can’t help much as I’m an old tourist that uses the train, and has done my exploring in the downtown areas of the different city’s in the Netherlands but others here can help

Do you know a small one where it's peaceful to stay ?
I just want to be able to go buy my weed on foot or bicycle, a place not far from a supermarket for when I need food also

Delft stayed in a hotel that was part of a bakery great breakfast home of the famous pottery a tram ride into Den Hague

Haarlem would be a good shout if you were looking to get away Amsterdams touristy vibe (although Haarlem does get its fair share of tourists roaming about, only not on the same scale as A'dam).
Its only 15 minutes on the train from Amsterdam, has a good number of coffeeshops to check out (Birdys, Empire, Willie Wortels shops etc) and is generally an awesome place to mooch around while high
