You definitely need more than a 15 watt, but you can go smaller than 250 even and still have success. Sun System makes a little 150 watt HPS system with built in ballast - enough for 3 or 4 small plants. Especially if they're lowryders as they don't get very big. You can get a grow light like that here in the States for $69.95 and I imagine you can get them in the UK as well.

A 15 watt LED equals about 77 watts from a HPS lamp, so you're gonna want four times more light at the least.

I suggest you use the search function provided on this website. You will find threads that provide links to excellent grow guides.
From your post, it's seems that you don't know much, if anything, about growing cannabis. No problems m8, this is one of the perks of having a website such as this.
Some key points (in no particular order):
1. Light
2. Temperature
3. Humidity
4. Oxygen/Ventilation
5. Growing medium
6. Water
7. Nutrients
8. Pest control
9. Odor control
10. Control of light/dark periods
11. Security
Where you grow can and will have a significant effect on these requirements, and others I didn't mention, as well.
If you decide to research and read one or more of the many grow guides available, one of the things you will learn is that the more light you provide the plants, the more vigorous they will grow, which in turn means more bud.
There are drawbacks as well: cost of equipment and electricity; high temperatures, which in turn will require the use of a fan based ventilation system; etc....

Good luck.
Peace.
