WOW what a subject that is! Depends on how much room you have, how much you want to grow, and how much you're willing to spend....
The CHEAPEST would be Fluorescent tubes (Shoplights) or CFL's, but we're not talking about 20 or 40 watts here either. A minimum of wattage would be 200 watts IMHO. The BEST way to get started would be with a 250 watt HPS ballast and lamp......

Cheapest way is not to bother at all!
There is no point wasting time saving pennys to do it the cheapest way. If your going to do it then do it right.
Get yourself a decent HPS system, decent reflector, decent bulb (LAMP), some decent soil, little extractor fan, and some decent nutes.
This should not set you back too much in the £££ department.
Add plants and away you grow!!
