Now this thread has even more get up and go. We could do with Spidergawd resonding with a similar type verbal specific threat. eg. 'When I see you next I'm going to kick your gonads.'

However maybe a plea to a Dutch university law department or something similar might give a general answer as to whether local opposition can dely or otherwise significantly impede a national law.

Is anyone left in any doubt that the local council, mayor, police etc of Amsterdam have the overall choice to whether or not to implement the proposed weedpass in Amsterdam?

Is anyone in doubt that the dutch tolerance policy/opium act that makes it a non criminal offense for coffee shops to sell weed is valid until 2015?

Actually, the weedpass can only be legally introduced in MAASTRICHT, but it needed a change in the Local Council Law (APV) to be able to implement the so-called resident criteria. The (small) majority of the Maastricht City Council is against the weedpass, and announced they would take the change in the APV out this year, so the weedpass can not and e be introduced in Maastricht. No other city has made the change in the APV, necessary to be able to introduce the resident criterium.

and then

Most cities are against the weedpass, so they can withstand it by not changing the APV, which can only be changed by a city council majority, the Gov has no saying in this. ONLY Maastricht changed the APV, to allow an experiment with the weedpass system.

Yes. Policy is coordinated by the mayor, the chief public prosecutor and the chief of police, who together formulate a local policy in line with the official drug guidelines. They decide whether to allow coffee shops within their jurisdiction and, if so, how many (73% of Dutch municipalities have no coffee shops). They can also restrict the quantities of drugs that coffee shops are allowed to stock. Coffee shops may be closed down on the mayor's instructions.

A debate is not needed on what the authorities that run Amsterdam will want to do re the weedpass. Its so obvious and widely reported what they want to do, again this is very good news people
