well just to throw my 2pence in,

a recent grow by a pal of mine, 4m x 3m room with 2 x 600w lights, 6",6" and a 10" fans all on hydro equipment. total 2.7kw. now this had 28 plants under it getting 1.2kg. bout £4.5K for the 8 weeks in flower!!

lecy bill for quarter: £168.19!

do the maths!

no massive rise in lecy used as it was through the winter months!

btw a portable electric heater runs at 2kw!

And here is how you do the maths!

To get the operating cost per hour for a light, take the lights combined wattage, and divide it by 1000 to get the kilowatts used. Then multiply that number by the amount your electric company charges per kilowatt hour. HID lights will use the number of watts it emits per hour, ie; 600w system will use 600 watts per hour (regardless of spectrum).
(light wattage output / 1000) x electricity cost per kilowatt hour = Operating cost per hour
operating cost per hour x hours used per month = Operating cost per month.

What about LED growlights.They seem to last forever ( almost ),cheaper to run nad aspectrum you can alter to what you want.
eg.

They might have improved as with all technology.
If i remember right you need quite a few panels to get the equivalent of a Hps system which costs £££££££££££.
