Looking for an apartment 9 guys 19-23 of March smoking allowed our budget is 450 euros a night mex.

Check out Airb&b, you might struggle to find an apartment for 9 but some of the houseboats are pretty big. The upside with a boat is you have the deck to sit out toking and watching the world go by, the latter depending of course on location.
