Joossy, you are a marvel, but do not feel sorry for me, I do not feel sorry for you as well, some people just should not do cannabis, like you.

Yes, it is City near Haarlem, it is full of tourists and the weed is more expensive than in any other Dutch city. Parking in Amsterdam is like surrendering to blackmail, €5.- per hour, and taxis are all driving coke shops.
The Zoo is nice.

As you know the Dutch Tolerance Policy, that provides the legislation under which the Dutch coffee shops can operate, was renewed on 1st July 2011 and will be valid until June 30th, 2015. So it means that the weedpass, can only be implemented through local legislation & as we know city councils like Amsterdam do not want the weedpass scheme, can you tell us your opinion as to whether you think a weedpass will come into effect in 2013 for Amsterdam specifically?

Unless you are on a weed forum you wouldn't know about 420 here, I'd never heard of it before I came on ACD.
I actually heard about this from a guy who I do not think has ever been on here. He is from England and has just been sentenced to jail for his medical marijuana. I didnt know how big it was but I thought I would throw it out there for the pot smokers in england.

Blue, the video which i can't translate is from Ivo Opstelten the very same guy/politician who has come up with the proposal of the weedpass, so of course he is going to say it will come in for Amsterdam, He is going to promote his proposal, his policy change! Its politics. It is not his final decision for the weedpass to come in for amsterdam is it? That is down to local municipality, the Amsterdam Mayor, council, police etc.
Put forward by the the Dutch Justice Minister, Ivo Opstelten, the ‘weed pass’ is still at
proposal stage and will not even be discussed by the Dutch Parliament until 2012. What is
more the Supreme Court equivalent in the Netherlands, the Council of State, has ruled that
discrimination against tourists is outside of the law unless those tourists are responsible for
more public disorder than residents. Within its ruling the Council of State made an
exception under which, in cases of severe public disturbance, mayors may discriminate against nonresidents provided they can be proved to be responsible. Since coffeeshops are notorious for their peaceful and non-violent ambiance -- no coffeeshop has ever been
charged under a public order act -- such an exception is somewhat academic.
Nol doesn't have to give his opinion on Amsterdam weedpass if he does not want to, thats fine by me I just thought i would ask because i doubt that he thinks it will come in for Amsterdam specifically, but thats just my opinion & I may be wrong.

Actually, the weedpass can only be legally introduced in MAASTRICHT, but it needed a change in the Local Council Law (APV) to be able to implement the so-called resident criteria. The (small) majority of the Maastricht City Council is against the weedpass, and announced they would take the change in the APV out this year, so the weedpass can not and e be introduced in Maastricht. No other city has made the change in the APV, necessary to be able to introduce the resident criterium.
I know of more legal hurdles to why the Weedpass simply can not happen, but still I feel I am not crying Wolf. I am worried, because previous governments have f*cked us over too.
Our efforts for the 420 protest is meant to raise worldwide attention for this outrageous discrimination scheme, and to let the Dutch cannabis lovers know they have to registered as a druguser in thge Southern Provinces from May 1, 2012.

So the APV change was made in Maastricht already and a small majority of the council wants to annul the change later this year? Seems I am confused or stoned or even both. Any idea when the APV will be changed for the other towns with coffeeshops? Does it mean the only problem actually would be them finding some sort of loophole to mess with the APV? Most cities are against the weedpass, so they can withstand it by not changing the APV, which can only be changed by a city council majority, the Gov has no saying in this. ONLY Maastricht changed the APV, to allow an experiment with the weedpass system.

No, Opstelten seems to be able to get passed all these hurdles, because he insists on introducing the Weedpass, as you know.
Joossy was rambling about Amsterdam being of the hook, and felt sorry for my shops in Haarlem, so she is wrong in that. She also told me no worry, why have the Tilburg coffeeshopowners been told they have to hire a bouncer to refuse non-Dutch and check if the Dutch visitors are registered or want to be registered. Tilburg did not change the APV, so WTF, they just do it, see?
