Yes it should be banned from public areas unless the purpose of that area is for smoking. I would be in favour of smoking clubs, places where you could all go stand and smoke in peace. Just not everywhere
Smoking is quite limited in Amsterdam, to certain specific places. So you must not have an argument with it?

The vast majority of places are non-smoking, trust me.

Yes, there is some flexibility. I was at a club a few weeks ago (Chicago Social Disco, where Boom Chicago) and yes, at 3AM people started smoking in the main room and the management let it happen.
