I could make a list of about 10 seed banks that'll send seeds to the US, some even openly advertise on their website that they'll send them to the US, looks like they like saying a big 'fuck you' to the DEA.

European governments may have the balls to tell the Yanks to fuck off, sadly Canada's does NOT. (Especially since Canada has a Tory government, they will kiss yank ass until the cows come home.

I was not holding Emery up to be a paragon of virtue, but rather just to illustrate that the DEA (and any other yank enforcement/military institution) can (and do) target people/institutuions well out of their legal jurisdiction. (Imperialism is such a drag.

OTOH, Emery did run a seed business that was completely open, honest, and transparent that he was selling seeds to the US. (He declared on his tax form that he sold marijuana seeds and he paid the apprpriate taxes on those sales).
Perhaps he was targeted because he was outspoken, openly supported marijuana legalisation (funding the US marijuna party, several Canadian marijuan parties, and so on.) and, at the time, was one of the biggest seed firms shipping to US. Hence, he might have simply been an easy and convenient target for the Yanks.
I have not seen any other seed firm doing anything but sell seeds. So, perhaps, the Yanks do not percieve them to be a threat. Thus, these firms will remain unmolested by Yank law enforcement.
In any case, IMO, those firms openly shipping cannabis seeds to the US seem to be taking a big risk by so doing. Again. i wish them luck and I hope they prosper.
